Multilateral cooperation

Multilateral technical cooperation is developed between Brazil and international organizations with a mandate to work in social, economic and environmental development programs and projects. In this area, Brazil formalized a triangular cooperation agreement between Brazil / Ministry of Health / Fiocruz - Haiti / Ministry of Public Health and Population - France / French Cooperation Agency, focused on technical support for the implantation of Human Milk Banks in the Haiti. The Global Network of Human Milk Banks (rBLH) has two successful multilateral technical cooperation programs: IberBLH and PAHO TCC.

IberBLH is a cooperation program in the Ibero-American region for the exchange of knowledge and technology in the areas of Breastfeeding and Human Milk Bank. It was approved in November 2007 at the XVII Ibero-American Summit of Heads of State and Government.

In all participating countries units of human milk banks were set up. Among those who already had the structure, the IberBLH Program stimulated breastfeeding in the country and renewed support for professional training. According to the OPS, the Ibero-American Program boosted processes installed the issue in the multilateral agenda of the presidents and created a framework for cooperation more than the practice that is performed with bilateral actions. Currently participating in the program are Argentina, Bolivia, Brazil, Colombia, Costa Rica, Spain, Panama, Paraguay, Peru, Uruguay and Venezuela.

In the year following the implementation of the IberBLH, a Technical Cooperation between Countries (TCC) Project was created, promoted by the PAHO, in which Ecuador, Guatemala and Honduras participated. The project was implemented in 2009 with the purpose of reducing infant mortality, as well as the development of institutional and community responses to strengthen breastfeeding.
