The Brazilian Cooperation Agency and the expansion of rBLH

The viability of Brazilian international cooperation in human milk banks was built on the partnership between the Brazilian Cooperation Agency (ABC) and the Oswaldo Cruz Foundation (Fiocruz). With the support of the agency, whose mission is to provide Brazilian technologies, experiences and good practices to other countries, International Technical Cooperation in Human Milk Banks was considered by the United Nations Agencies as an example of success in South-South cooperation.

ABC is an organ integrated with the Ministry of Foreign Affairs (MRE), responsible for the coordination and negotiation of international cooperation, besides the regimentation and national mobilization of executing institutions and cooperating entities.

The Ministry of Foreign Affairs (Brazilian Cooperation Agency - ABC), the Ministry of Health (International Advisory Service - AISA and Technical Area of Child Health and Breastfeeding) and Fiocruz initiated a process of interinstitutional coordination based on the Charter of Brasilia 2005 , which allowed to take the Brazilian experience to other countries through bilateral technical cooperation projects.

Since then, the Ministry of Foreign Affairs of Brazil has included the topic Human Milk Banks on the agenda of international cooperation and, thus, the strategy has transcended the technical scope of health, for a relevant international political character.

In fact, ABC plays a central role in the internationalization movement of the "Human Milk Banks Action" as a strategy for qualifying neonatal care.
